Know what's coming with PPWR.

At CIRCPACK we have access to the Material Recovery Facilities that Veolia operates around the world. That access gives the practice a working view of how PPWR will be applied on the ground floor, and our engagement in Brussels means that CIRCPACK contributes to the delegated acts and harmonised standards as they are drafted.

PPWR advice grounded in operational evidence.

Most PPWR advisory is built on reading the regulation. CIRCPACK reads the regulation and has access to the infrastructure that facilitates it. In addition, our accredited certifying status for RecyClass and RECY:CHECK give us access to the ongoing discussions behind the PPWR, so we can inform you of what's coming.

CIRCPACK works the largest brand owners in the world on PPWR readiness. Each project translates the live regulation, the delegated acts in draft, and the harmonised standards under development into the design and reporting decisions a company can act on immediately.

Our work is material-agnostic, neutral and independent.

Where to start.

Compliance gap analysis

We support you in understanding what you need to assess to be PPWR-ready. The output is a ranked list of which formats clear the regulation as written today, which need redesign, and what the EPR-fee implications are for each option.

  • Desk review paired with operational sorting tests for borderline SKUs
  • Article-by-article exposure summary for executive reporting
  • Ranked redesign list with projected EPR-fee delta per change
  • Six-week turnaround for a 200-SKU portfolio

Risk exposure mapping

PPWR risk extends beyond regulatory enforcement. Retailers are de-listing non-compliant SKUs, and EPR fees are rising sharply for packaging that scores poorly on recyclability. Risk exposure mapping quantifies the financial and operational impact across your portfolio.

  • Financial exposure modelled by SKU, market, and PPWR implementation scenario
  • Retailer and customer compliance pressure mapped per category
  • EPR fee trajectory projections per packaging format
  • Executive summary of portfolio risk against the 2027 and 2030 PPWR milestones

Recyclability assessment

Recyclability is the headline criterion in PPWR Article 6. CIRCPACK assesses packaging against the standards the regulation references, including RecyClass, CEFLEX and CERTIFY, using auditors who run real sorting and recycling lines rather than desk reviews.

  • Audits performed by accredited certifying bodies for RecyClass and RECY:CHECK
  • Operational sortability checks on real MRF lines
  • Recycled-content traceability across the value chain
  • Recommendations calibrated for the harmonised standards still being finalised

Advice calibrated for the regulation PPWR is becoming.

PPWR will be defined as much by its delegated acts and harmonised standards as by the published regulation. Those instruments are still being drafted. CIRCPACK contributes to the technical working groups at RecyClass, CERTIFY and RECY:CHECK that are developing them, and the practice tests packaging against the methodologies they will reference.

On the enforcement side, CIRCPACK auditors spend their working weeks inside the Material Recovery Facilities that sort the packaging the regulation governs. The feedback loop between the standards bodies and the sorting floor is what allows the practice to advise brand owners on portfolio decisions whose horizon runs to 2027 and 2030.

Talk to a PPWR expert

The EU Packaging and Packaging Waste Regulation (PPWR) sets minimum recyclability thresholds and ties EPR fees to performance. CIRCPACK pairs desk reviews with operational sorting tests so each pack carries a defensible class score plus the evidence behind it.
